ကလိဂၤစစ္ေျမျပင္က စာတစ္ရြက္ အပုိင္း(၂)

All men are my children. What I desire for my own children, and I desire their welfare and happiness both in this world and the next, that I desire for all men. You do not understand to what extent I desire this, and if some of you do understand, you do not understand the full extent of my desire.

လူသားအားလုံးတုိ႔သည္ ငါဘုရင္မင္းျမတ္၏ သားသမီးမ်ားျဖစ္ၾကသည္။ ငါ၏သားသမီးရင္းမ်ား အေပၚ၌ ထားရွိေသာ စိတ္ေစတနာေကာင္းကဲ့သုိ႔၊ ပစၥဳပၸန္တမလြန္ ႏွစ္ခုစလုံး၌ ၄င္းတုိ႔၏ ခ်မ္းသာသုခႏွင့္ ေကာင္းက်ိဳးစီးပြားကုိ ငါဘုရင္မင္းျမတ္ အလုိရွိေတာ္မူသကဲ့သုိ႔ လူသားအားလုံးအတြက္ ငါဘုရင္မင္းျမတ္ အလုိရွိေတာ္မူသည္။ ဤကိစၥကုိ ငါဘုရင္မင္းျမတ္ မည္မွ် အလုိရွိေတာ္မူသည္ကုိ သင္တုိ႔ နားမလည္ၾကေပ၊ အကယ္၍ သင္တုိ႔ထဲ တြင္ တခ်ိဳ႔က နားလည္သည္ပင္ ရွိေစဦး၊ ငါဘုရင္မင္းျမတ္၏ အလုိဆႏၵကုိ ျပည့္ျပည့္ဝဝ နားလည္မည္ မဟုတ္ေပ။
You must attend to this matter. While being completely law-abiding, some people are imprisoned, treated harshly and even killed without cause so that many people suffer. Therefore your aim should be to act with impartiality.
သင္တုိ႔သည္ ဤကိစၥကုိ သတိျပဳၾကရမည္၊ စည္းကမ္းဥပေဒတုိ႔ကုိ လုံးဝ ေလးစားလုိက္နာၾကပါ လွ်က္ အခ်ိဳ႔ေသာလူေတြကုိ ေထာင္သြင္းအက်ဥ္းခ်ၾကသည္၊ အခ်ိဳ႔ကုိ ရက္ရက္စက္စက္ ႀကမ္းၾကမ္းတမ္းတမ္း ဆက္ဆံၾကသည္။ တခ်ိဳ႔ကုိေတာ့ သတ္စရာ အေၾကာင္းမရွိပါပဲ သတ္ပစ္ၾကသည္။ ထုိ႔ေၾကာင့္ မ်ားစြာေသာ လူတုိ႔သည္ ဆင္းရဲဒုကၡေရာက္ၾကရသည္။ ထုိ႔ေၾကာင့္ သင္တုိ႔၏ ရည္ရြယ္ခ်က္ ေဆာင္ရြက္ခ်က္တုိ႔သည္ သမာသမတ္ရွိသင့္သည္။
It is because of these things -- envy, anger, cruelty, hate, indifference, laziness or tiredness -- that such a thing does not happen. Therefore your aim should be: "May these things not be in me." And the root of this is non-anger and patience.
မနာလုိျခင္း၊ စိတ္ဆုိးေဒါသျဖစ္ျခင္း၊ ရက္စက္ၾကမ္းၾကဳတ္ျခင္း၊ မုန္းတီးျခင္း၊ ခြဲျခမ္းစိတ္ျဖာမႈ မရွိ ျခင္း၊ ပ်င္းရိထုံထုိင္းျခင္း တည္းဟူေသာ ဤအေၾကာင္းမ်ားေၾကာင့္ ျဖစ္ၾကရသည္ျဖစ္၍ ဤကဲ့သုိ႔ အျဖစ္ အပ်က္မ်ား (ေနာင္အခါ) မျဖစ္ရေတာ့ပါ။ ထုိ႔ေၾကာင့္ ''ဤအျဖစ္အပ်က္မ်ား ငါေၾကာင့္ မျဖစ္ေစရပါ'' လုိ႔ စိတ္ထားမ်ိဳး ရွိသင့္သည္။ စိတ္မဆုိး ေဒါသမထြက္ျခင္း၊ သည္းခံျခင္းသည္ (ဤကဲ့သုိ႔ ''စိတ္ထားမ်ိဳး'' ထားႏုိင္ျခင္း၏) အဓိက အေျခခံအေၾကာင္းတရားျဖစ္သည္။
Those who are bored with the administration of justice will not be promoted; (those who are not) will move upwards and be promoted. Whoever among you understands this should say to his colleagues: "See that you do your duty properly. Such and such are Beloved-of-the-Gods' instructions."
''တရားမွ်တေသာ အုပ္ခ်ဳပ္ေရး''ႏွင့္ ၿငီးေငြ႔ၾကေသာသူတုိ႔ကုိ ရာထူးတုိးေပးမည္ မဟုတ္ေပ၊ မၿငီးေငြ႔ ေသာသူတုိ႔ကုိသာ အထက္ရာထူးမ်ားကုိ တုိးေပးမည္။ သင္တုိ႔တြင္ ဤသေဘာတရားကုိ နားလည္ၾကသူ မည္သူမဆုိ မိမိ၏ လုပ္ေဖာ္ကုိင္ဘက္မ်ားကုိ ''သင္၏တာဝန္ကုိ သင္ မွန္မွန္ကန္ကန္ ေဆာင္ရြက္သလား၊ ဤအရာ ထုိအရာတုိ႔သည္ ေဒဝါနံပိယ (နတ္တုိ႔၏ ခ်စ္ခင္ျမတ္ႏုိးမႈကုိ ခံရေသာ) မင္းတရားႀကီး၏ ညႊန္းၾကားခ်က္မ်ား ဟုတ္ မဟုတ္ ၾကည့္ၾကပါ''ဟု ေျပာျပသင့္သည္။
Great fruit will result from doing your duty, while failing in it will result in gaining neither heaven nor the king's pleasure. Failure in duty on your part will not please me. But done properly, it will win you heaven and you will be discharging your debts to me.
ႀကီးျမတ္ေသာအက်ိဳးအျမတ္တုိ႔သည္ တာဝန္ကုိ ေက်ပြန္စြာ ေဆာင္ရြက္ျခင္းမွ ရရွိျဖစ္ေပၚလာသည္။ တာဝန္ဝတၱရား ပ်က္ကြက္ပါက ေကာင္းရာသုဂတိကုိလည္း မရႏုိင္သလုိ မင္းတရားႀကီး၏ ေက်နပ္ သေဘာ က်မႈကုိလည္း ရမည္ မဟုတ္ပါ။ သင္တုိ႔၏တာဝန္ဝတၱရား ပ်က္ကြက္မႈသည္ ငါဘုရင္မင္းျမတ္ကုိ ႏွစ္သက္ေစ လိမ့္မည္ မဟုတ္ပါ။ မွန္မွန္ကန္ကန္ ေဆာင္ရြက္ၾကပါ၊ ဤသုိ႔ေဆာင္ရြက္ျခင္းသည္ ေကာင္းရာ သုဂတိကုိ လည္း ရယူေအာင္ႏုိင္သလုိ ငါမင္းတရားႀကီးႏွင့္ပတ္သက္၍ သင္တုိ႔အေပၚ၌ အေၾ<ြကးတင္ျခင္းမရွိပါ။ Beloved-of-the-Gods, King Piyadasi, conquered the Kalingas eight years after his coronation. One hundred and fifty thousand were deported, one hundred thousand were killed and many more died (from other causes). ေဒဝါနံပိယ (နတ္တုိ႔၏ ခ်စ္ခင္ျမတ္ႏုိးမႈကုိ ခံရေသာ) ပိယဒႆီ ဘုရင္သည္ အဘိသိက္ သြန္းၿပီး (၈) ႏွစ္အၾကာ 'ကလိဂၤ'သားေတြကုိ အႏုိင္ယူေတာ္မူခဲ့သည္။ လူတစ္သိန္ငါးေသာင္းကုိ ဖမ္းဆီးႏွင္ထုတ္ပစ္ခဲ့ရသည္။ တစ္သိန္းကုိကား သုတ္သင္ရွင္းလင္းခဲ့ရသည္။ စစ္ပြဲႏွင့္ဆက္စပ္ေသာ တျခားအေၾကာင္းေတြေၾကာင့္ လူေပါင္းမ်ားစြာ ေသဆုံးၾကရသည္။ After the Kalingas had been conquered, Beloved-of-the-Gods came to feel a strong inclination towards the Dhamma, a love for the Dhamma and for instruction in Dhamma. Now Beloved-of-the-Gods feels deep remorse for having conquered the Kalingas. 'ကလိဂၤ'ႏုိင္ငံသားေတြ အႏုိင္ယူၿပီးေနာက္ ေဒဝါနံပိယ မင္းတရားႀကီးသည္ 'တရားဓမၼ'၌ ထက္ထက္ သန္သန္ စိတ္ညြတ္လာခဲ့သည္၊ တရားဓမၼႏွင့္ တရားဓမၼ ၏ သြန္သင္ဆုံးမမႈတုိ႔ကုိ ႏွစ္သက္ျမတ္ႏုိးေတာ္မူလာခဲ့သည္။ ယခုအခါ ေဒဝါနံပိယ မင္းတရားႀကီးသည္ 'ကလိဂၤ' စစ္ပြဲျဖစ္ရျခင္းကုိ ယူက်ဳံးမရ ဝမ္းနည္းေတာ္မူသည္။ Indeed, Beloved-of-the-Gods is deeply pained by the killing, dying and deportation that take place when an unconquered country is conquered. ''မသိမ္းပုိက္ႏုိင္ဘူးေသာတုိင္းျပည္တစ္ျပည္ကုိ သိမ္းပုိက္အႏုိင္ယူရေသာအခါ လူသားတုိ႔ကုိ သတ္ ျဖတ္ သုတ္သင္ရျခင္း၊ အသက္ေတြဆုံး႐ွဳံးရျခင္းႏွင့္ ဖမ္းဆီးခ်ဳပ္ေႏွာင္ ႏွင္ထုတ္ရျခင္းတုိ႔ေၾကာင့္ ေဒဝါနံပိယ မင္းတရား ႀကီးသည္ အမွန္တကယ္ အလြန္အမင္း စိတ္ထိခုိက္ ေၾကကြဲရသည္''။ But Beloved-of-the-Gods is pained even more by this -- that Brahmans, ascetics, and householders of different religions who live in those countries, and who are respectful to superiors, to mother and father, to elders, and who behave properly and have strong loyalty towards friends, acquaintances, companions, relatives, servants and employees -- that they are injured, killed or separated from their loved ones. ေဒဝါနံပိယ မင္းတရားၾကီးသည္ ဤ (ေဖၚျပပါ) အျဖစ္ အပ်က္တုိ႔ေၾကာင့္ အတုိင္းထက္အလြန္ နာက်င္ခံစားရသည္-- ႀကီးျမတ္ေသာသူမ်ားကုိ၊ အမိအဘကုိ၊ ဆရာမ်ားႏွင့္ အသက္ ႀကီးသူမ်ားကုိ ႐ုိေသေလးစားၾကေသာသူတုိ႔သည္လည္းေကာင္း၊ သူငယ္ခ်င္းမ်ား၊ မိတ္ေဆြမ်ား၊ လုပ္ေဘာ္ ကုိင္ဘက္မ်ား၊ ေဆြမ်ိဳးမ်ား၊ ဝန္ထမ္းမ်ားႏွင့္ အလုပ္သမားမ်ားအေပၚ အင္မတန္ သစၥာေစာင့္သိၾကေသာသူတုိ႔ သည္လည္းေကာင္း၊ ဤတုိင္းႏုိင္ငံတုိ႔၌ မွီတင္းေနထုိင္ ၾကလွ်က္ ယုံၾကည္ကုိးကြယ္မႈ အမ်ိဳးမ်ိဳးရွိေသာ ရပ္မိရပ္ဖမ်ား၊ ရေသ့ ရဟန္းမ်ားႏွင့္ ဂုဏ္သေရရွိ လူၾကီး သူေကာင္းတုိ႔သည္လည္းေကာင္း (ဤစစ္ပြဲေၾကာင့္) ထိခုိက္ဒဏ္ရာ ရၾကသည္၊ အသတ္ခံၾကရသည္၊ ခ်စ္ခင္ျမတ္ႏုိးေသာ သူတုိ႔ႏွင့္ အခြဲခံၾကရသည္။ Even those who are not affected (by all this) suffer when they see friends, acquaintances, companions and relatives affected. These misfortunes befall all (as a result of war), and this pains Beloved-of-the-Gods. ဤဆင္းရဲဒုကၡႏွင့္ တုိက္႐ုိက္ မေတြ႔ႀကံဳၾကရေသာသူတုိ႔သည္ပင္ သူငယ္ခ်င္းမ်ား၊ မိတ္ေဆြမ်ား၊ လုပ္ေဘာ္ကုိင္ဘက္မ်ားႏွင့္ ေဆြမ်ိဳးမ်ား ဆင္းရဲဒုကၡေရာက္ၾကသည္ကုိ ေတြ႔ျမင္ရေသာအခါ စိတ္ဆင္းရဲၾက ရကုန္သည္။ ဤၾကမၼာဆုိးတုိ႔သည္ စစ္ပြဲ၏ အက်ိဳးဆက္အေနျဖင့္ သက္ရွိအားလုံးတုိ႔အေပၚ က်ေရာက္ဒုကၡေပး ေလသည္။ ဤအျဖစ္အပ်က္မ်ားက ေဒဝါနံပိယ မင္းတရားႀကီးကုိ နာက်င္စြာ ခံစားရေစသည္။ There is no country, except among the Greeks, where these two groups, Brahmans and ascetics, are not found, and there is no country where people are not devoted to one or another religion. ဂရိလူမ်ိဳးမ်ားမွ အပ ''(၁) ေလးစားျမတ္ႏုိးထုိက္သူမ်ား၊ (၂) တရားက်င့္ ရေသ့ရဟန္းမ်ား'' ဟု ဆုိအပ္ေသာ ဤႏွစ္မ်ိဳး မရွိေသာ တုိင္းႏုိင္ငံဟူ၍ မရွိ။ ¤င္းအျပင္ ဘာသာတရား တစ္ခုခုကုိ မကုိးကြယ္ မေလးစားေသာ လူမ်ား ေနထုိင္ေသာ တုိင္းႏုိင္ငံ ဟူ၍ မရွိ။ (ဘာသာတရား မေလးစားေသာ ပုဂၢိဳလ္ဟူ၍ မရွိ-ဟုဆုိလုိသည္) Therefore the killing, death or deportation of a hundredth, or even a thousandth part of those who died during the conquest of Kalinga now pains Beloved-of-the-Gods. Now Beloved-of-the-Gods thinks that even those who do wrong should be forgiven where forgiveness is possible. ထုိ႔ေၾကာင့္ 'ကလိဂၤ' စစ္ပြဲအတြင္း ေသဆုံးၾကရေသာသူတုိ႔၏ တစ္ရာပုံလွ်င္ တစ္ပုံမွ်၊ သုိ႔မဟုတ္ တစ္ေထာင္ပုံလွ်င္ တစ္ပုံမွ်ပင္ အသတ္ခံရျခင္း၊ ေသဆုံးရျခင္း၊ တနယ္တေက်းႏွင္ထုတ္ခံရျခင္းသည္ ေဒဝါနံပိယ မင္းတရားႀကီးကုိ နာက်င္စြာခံစားရေစသည္။ ယခုအခါ ေဒဝါနံပိယ မင္းတရားႀကီး စဥ္းစားသည္မွာ ''အမွား ျပဳလုပ္ေသာသူမ်ားကုိပင္လွ်င္ ခြင့္လႊတ္ ထုိက္လွ်င္ ခြင့္လႊတ္ၾကရမည္ ျဖစ္သည္''။ Even the forest people, who live in Beloved-of-the-Gods' domain, are entreated and reasoned with to act properly. They are told that despite his remorse Beloved-of-the-Gods has the power to punish them if necessary, so that they should be ashamed of their wrong and not be killed. Truly, Beloved-of-the-Gods desires non-injury, restraint and impartiality to all beings, even where wrong has been done. ေဒဝါနံပိယ မင္းတရား၏ အခ်ဳပ္အျခာပုိင္ နယ္ေျမအတြင္း၌ မွီတင္းေန ထုိင္ၾကေသာ ေတာတြင္းေန လူမ်ားကုိပင္ သင့္တင့္ေလွ်ာက္ပတ္ေသာ အျပဳအမူျဖင့္ ေမတၱာရပ္ခံၾကရမည္၊ အက်ိဳးသင့္အေၾကာင္းသင့္ ရွင္းျပၾကရမည္။ သူတုိ႔ကုိ ေျပာထားသင့္သည္မွာ ''ေဒဝါနံပိယ မင္းတရားႀကီးသည္ စိတ္မခ်မ္းမသာျဖစ္ေသာ္လည္း အကယ္၍လုိအပ္လွ်င္ အျပစ္ေပးခြင့္အာဏာ ရွိေတာ္မူသည္။ သုိ႔ျဖစ္၍ အျပစ္က်ဴးလြန္သူတုိ႔သည္ မိမိတုိ႔၏ အမွားမ်ားအတြက္ အရွက္ရသင့္သည္၊ သုိ႔ေသာ္လည္း မသတ္ပစ္သင့္ပါ။ အမွန္တကယ္အားျဖင့္ ေဒဝါနံပိယ မင္းတရားႀကီးသည္ သက္ရွိအားလုံးတုိ႔ကုိ (သူတုိ႔သည္) အမွားမ်ား က်ဴးလြန္ထားမိၾကေစကာမူ ဒဏ္ရာအနာတရ မျဖစ္ေစလုိပါ၊ ဖမ္းဆီးခ်ဳပ္ေႏွာင္ မထားလုိပါ၊ မတရားသျဖင့္ မျဖစ္ေစလုိပါ (သမာသမတ္က်လုိသည္)။ Now it is conquest by Dhamma that Beloved-of-the-Gods considers to be the best conquest. And it (conquest by Dhamma) has been won here, on the borders, even six hundred yojanas away, where the Greek king Antiochos rules, beyond there where the four kings named Ptolemy, Antigonos, Magas and Alexander rule, likewise in the south among the Cholas, the Pandyas, and as far as Tamraparni. ဓမၼျဖင့္ ေအာင္ျမင္ေသာယခုအခါ၌ ေဒဝါနံပိယ မင္းတရားႀကီးသည္ ''(ဓမၼျဖင့္ ေအာင္ျမင္ျခင္းသည္သာ) အေကာင္းဆုံး ေအာင္ျမင္ျခင္း ျဖစ္သည္'' ဟု စိတ္၌စြဲမွတ္ေတာ္မူေလသည္။ ဤအရပ္ေဒသ၌ေသာ္လည္းေကာင္း၊ နယ္စြန္နယ္ဖ်ား အရပ္ေဒသမ်ား၌ ေသာ္လည္းေကာင္း၊ ဂရိဘုရင္ ဗညအငသခ့သ် အုပ္ခ်ဳပ္သည့္ ယူဇနာ ေျခာက္ရာ ေဝးေသာအရပ္ေဒသ၌ေသာ္လည္းေကာင္း၊ ထုိ႔ထက္အလြန္ Ptolemy, Antigonus, Magas, ဟူ၍ အမည္ရွိၾကသည့္ ဘုရင္ေလးပါးအုပ္ခ်ဳပ္ေသာ တုိင္ျပည္အသီးသီး၌ေသာ္လည္းေကာင္း၊ ထုိ႔နည္းတူစြာ ေတာင္အရပ္၌ ရွိၾကေသာ ဃ့သူေ် တုိင္းျပည္၊ Pandyasတုိင္းျပည္၊ ေဝးလံေခါင္းသီးေသာ တမၺပါဏိတုိင္းျပည္ (သီရိလကၤာ) ၌ ေသာ္လည္းေကာင္း ဓမၼျဖင့္ ေအာင္ျမင္ၿပီးေတာ္မူေလသည္။ Here in the king's domain among the Greeks, the Kambojas, the Nabhakas, the Nabhapamkits, the Bhojas, the Pitinikas, the Andhras and the Palidas, everywhere people are following Beloved-of-the-Gods' instructions in Dhamma. ဘုရင့္ႏုိင္ငံမ်ားျဖစ္ၾကေသာ ဂရိျပည္၊ ကေမၺာဇျပည္၊ နဘကျပည္၊ နဘပန္ကတိျပည္၊ ေဘာဇျပည္၊ ပိတိနိကျပည္၊ အႏၲရျပည္ ႏွင့္ ပါလိဒျပည္တုိ႔၌ ရွိၾကကုန္ေသာ လူတုိ႔သည္ ေဒဝါနံပိယ မင္းတရားႀကီး၏ ဓမၼ လမ္းညႊန္ခ်က္မ်ားကုိ လုိက္နာက်င့္သုံးၾကသည္။ Even where Beloved-of-the-Gods' envoys have not been, these people too, having heard of the practice of Dhamma and the ordinances and instructions in Dhamma given by Beloved-of-the-Gods, are following it and will continue to do so. ေဒဝါနံပိယ မင္းတရားႀကီး၏ တမန္ေတာ္မ်ား မေရာက္ႏုိင္ၾကေသာအရပ္၌ ရွိၾကေသာလူတုိ႔သည္ပင္ ေဒဝါနံပိယ မင္းတရားႀကီး ေပးအပ္ေသာ ဓမၼက်င့္စဥ္မ်ား၊ က်င့္ဝတ္သီလသိကၡာမ်ား၊ ဓမၼလမ္းညႊန္ခ်က္မ်ားကုိ ၾကားရသည္ျဖစ္၍ လုိက္နာက်င့္သုံးေနၾကသည္၊ ထုိကဲ့သုိ႔ ဆက္လက္၍ လုိက္နာက်င့္သုံးေနၾကအုံးမည္။ This conquest has been won everywhere, and it gives great joy -- the joy which only conquest by Dhamma can give. But even this joy is of little consequence. Beloved-of-the-Gods considers the great fruit to be experienced in the next world to be more important. ဤေအာင္ျမင္မႈကုိ ေနရာအသီးသီး၌ ရယူပုိင္ဆုိင္ထားေလျပီ၊ ဤေအာင္ျမင္မႈသည္ အလြန္ႏွစ္သက္ ေက်နပ္ ေဆာင္က်ဥ္းေပးသည္။ ဓမၼျဖင့္ ေအာင္ျမင္ျခင္းသည္သာ ထုိႏွစ္သက္ေက်နပ္ကုိ ေပးႏုိင္စြမ္းရွိသည္။ သုိ႔ေသာ္ ဤ ႏွစ္သက္ေက်နပ္မႈသည္ ေသးငယ္ေသာအက်ိဳး ရလဒ္မွ်သာ ျဖစ္သည္။ ''ေနာင္တမလြန္ေလာက၌ ေတြ႔ႀကံဳစံစားရမည့္ ႀကီးမားေသာအက်ိဳးဆက္သည္သာ ပုိမုိ အေရးႀကီးေၾကာင္း'' ေဒဝါနံပိယ မင္းတရားႀကီး နားလည္သေဘာေပါက္ေတာ္မူသည္။ I have had this Dhamma edict written so that my sons and great-grandsons may not consider making new conquests, or that if military conquests are made, that they be done with forbearance and light punishment, or better still, that they consider making conquest by Dhamma only, for that bears fruit in this world and the next.
